A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on May 12, 2010
CALL TO ORDER
The meeting was called to order at 7:03 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that
Mary Whaples would be voting in place of Elaine Carey, Peter Bonzani would be voting in place of Thomas Fitzgerald, and that Travis Simpson would be voting in place of John Ryan. Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE LOCATION APPLICATION – 546-540 Connecticut Boulevard, Under C.G.S.
Section 8-6 and 14-54 for ownership change of an new car dealers License “GKI, Inc. dba Gengras Kia of East Hartford”.

Applicant: Marc Rienow
Upon a motion by John Grottole, seconded by Paul J. Roczynski, the Commission Voted (7-0) to Approve the above site location application with the following conditions:
1. Applicant shall obtain a certificate of occupancy prior to signature of the
chairman of the Town Planning and Zoning Commission on the state of
Connecticut Department of Motor Vehicles K-7 Form.
2 Applicant shall be limited to the exterior parking as depicted on a site plan
entitled “ Gengras Realty, LLC” 540-546 Connecticut Boulevard East
Hartford, Connecticut” dated January 9, 2004, with a revision dated of
January 3, 2007 prepared by Meehan & Goodin, professional engineers
and land surveyors, Stamped by Robert E. Dahn Connecticut licensed land
surveyor No. 14651.
3. Approved plan shall not be modified for licensing purposes without written
authorization from the East Hartford Town Planning and Zoning
Commission.
4. In evaluating this application, the Planning and Zoning Commission has
relied upon information provided by the applicant and, if such information
subsequently proves to be false, deceptive, incomplete, and/or inaccurate,
this permit shall be modified, suspended, or revoked.

SITE LOCATION APPLICATION – 422 Tolland Street – Under C.G.S. Section 8-6 and 14-54 for establishment of a new general repairer license.

Upon a motion by Paul J. Roczynski, seconded by Mary Whaples, the Commission Voted ( 7-0) to Approve the above site location application with the following conditions:
1. Applicant shall obtain a certificate of occupancy prior to signature of the
chairman of the Town Planning and Zoning Commission on the state of
Connecticut Department of Motor Vehicles K-7 Form.
2 Applicant shall be limited to the exterior parking as depicted on a site plan
entitled “ Pauls Auto Repair, LLC” 422 Tolland Street East Hartford,
Connecticut” dated March 18, 2010, with a revision dated of
April 26, 2010 prepared by Alford Associates, Inc., civil engineers,
Stamped by Wilson M. Alford, Jr. Connecticut licensed land
surveyor and professional engineer No. 9344.
3. Approved plan shall not be modified for licensing purposes without written
authorization from the East Hartford Town Planning and Zoning
Commission.
4. In evaluating this application, the Planning and Zoning Commission has
relied upon information provided by the applicant and, if such information
subsequently proves to be false, deceptive, incomplete, and/or inaccurate,
this permit shall be modified, suspended, or revoked.

SITE PLAN APPLICATION – 30 Remington Road a.k.a MCauliffe Park, Demolition of a pedestrian bridge over the Connecticut Southern Railroad.
Applicant: Town of East Hartford, Billy Taylor; Director of Public Works
Upon a motion by Peter Bonzani, seconded by Travis Simpson, the Commission
Voted ( 7 -0) to Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon
information provided by the applicant and, if such information subsequently proves to
be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified
suspended or revoked.

MINOR FLOOD HAZARD DEVELOPMENT APPLICATION – Under section 601 to allow sidewalk rehabilitation project located on Main Street (Rt. 5) & Pitkin Street.
Applicant: Town of East Hartford, Mary Martin; Grant Administrator
Upon a motion by Travis Simpson, seconded by Peter Bonzani, the Commission Voted
(7 -0) to Approve the above Minor Flood Hazard Development Application.
